How do I upload my pictures to the forum

Just go to https://lowendtalk.com/profile/picture and then scroll down, you will see the upload picture option.
What I'm talking about is inserting pictures into replies during discussions.
You can upload the image to any image hosting sites, https://imgbb.com/ or https://im.ge/ etc
and then click on the image button above the textarea and paste the url there
Just base-64 encode the images and post the resultant text here. No need to worry about external hosts going down.
