Disregarding that PHP 5.6 stopped getting security updates as of 2019. Do you have "Select PHP Version" or "PHP Selector" present instead?
Despite the provider not supporting PHP 5, the their customer insists on using them. Ideally, the software should have been updated to support the latest PHP version. In this case, it's highly recommended for OP to consider getting a virtual machine and installing an operating system that still supports the older PHP versions.
Scary thought, the server may be using EasyApache 3.
Only EasyApache 4 implemented the MultiPHP Manager.
Or, the provider disabled it in the feature manager.
Do you by chance have access to click "Server Information" in cPanel?
The provider is probably using CloudLinux's PHP Selector with MultiPHP disabled, this only allows setting 1 PHP version for the whole account.
We currently take this approach but are looking at re-introducing MultiPHP. .htaccess is a way around this but can cause problems, especially with extensions.
Have you looked at
php.d.location = selector?It resolved those concerns in our case.

Unless your provider has compiled php 5 with EA, then its not just something you can enable. Ask your provider if they support php 5.
If not, we don't for security, and any shared provider worth anything should have it gone already, get a vps. Seriously, if you're running that old of php, get a vps.
