Being a virtual server, we can cap the speed how we want, we do not need to stay only on 100Mbps, 1Gbps, 10Gbps, or any other standard ports.
The node where the VPS is hosted has 2x 10Gbps network connections, so there is enough speed.
Please open a support ticket with any details you can provide about the speed so we can check it out. As you already know how the internet works, it's always related to everyone's network, peers, and so on. We would like to know more and to test, so any pings, mtr's, traceroutes and multiple download/upload tests with multiple ISPs would help.
You can also open a support ticket about your issue with Ubuntu 22, because it should work that too. The majority of our new orders were made on Ubuntu 22.04, and nobody complained until now.
