UK or Ireland KVM VPS for VPN (UK TV streaming)

I’m an expat UK guy living abroad. I use a personal L2TP VPN that I run to stream iPlayer, ITV-X etc. but All 4 doesn’t work and I think it’s because the IP is blocked. Looking for another host to try it from, preferably somewhere that knows they aren’t blocked or has a trial/refund option. I’m thinking somewhere outside of major well known peering and hosting areas like London? KVM needed, bw will be less than 500GB a month. Currently paying $30 a year and don’t want to pay more than that but if it works and is reliable, could stretch a bit.

Only VPS I know in Ireland with reasonable price is mvps.net
I haven't tested them for VPN though, and I'm sure you can find cheaper in the UK.
Looks promising except they don’t offer trial/refund. Would be a gamble.
