You probably wont get anything cheap in Kuwait, best you can do is probably in the UAE which is 20ms away.
For Kuwait location, its very hard to find vps with lowend price.
I don't think you can find any provider in Kuwait. As suggested, you can find UAE, or Saudi or Bahrain but nothing cheap. Try oneprovider for a VPS in Dubai.
AWS may have some freebie crap in Bahrain.
You need to pay them with a barrel of ???...
