There are no restrictions on CPUs. If you're not satisfied, you can return it or switch to our Ryzen packages.
no limit on usage != Dedicated cores, dedicated means that no other user will be using those cores. Or atleast let’s say you have 16 cores on your server and each user gets 2 dedicated cores you would only do 8 users.

They are asking if you are allocating more CPU cores to each user than there are cores available on the node.
E5-2698 v4 is a 20C/40T CPU. Assuming the node only has one CPU, if the node was full, will there be more than 8 users on the machine?

Sorry but I do really have to question your competence or your understanding of English. I understand it might not be your first language and if it isn’t I understand it. But what OP away asking was if you allocate more cores to VPS’s than are available on the node. True dedicated cores means you don’t allocate more cores than available on the node so even if all users run at 100% of CPU they will all have the same experience.
@BatuCloud, at this point, it looks to me that you are avoiding answering the question on purpose.
That means this particular CPU should have no more than 40/5=8 VPS's.

I think most of you are way too critical of BatuCloud. I mean, unless each and every seller on the forum has to state exactly the number of VPS on the host, why suddenly insist on such detail in this case?
It's true, BatuCloud has been confused and not answering questions, but they seem young, give them time to grow. And the offer seems pretty good, if you ask me...
@BatuCloud people wanna know what they're offered. Is it:
a) cores you give them are dedicated, it's also called VDS, 100% usage is no problem and also will have performance of exactly that number of (typically logical) cores of the physical CPU. Already explained that you probably can sell 8 VDS at most (if every customer has 5 cores allocated, and you have 40 available, it's simple math).
b) cores are shared, maybe you don't care about usage, but that means that as more and more people sit on CPU and start doing intensive stuff, the performance for everybody will drop (some then won't be happy).
c) finally, and most common it seems, you need to state your fair usage policy, saying for example that prolonged usage above 50% of allocated cores is not permitted (this automatically means that you oversell by factor 2x or maybe 3x). I think almost everybody is doing this, so...
This helps both you as a provider (so you don't end up with 100% CPU usage and unhappy customers because everything is too slow for them), and also customers (because they can plan better, and order only what really fits their needs).
