  Most providers wouldn't be happy with your reselling their VPSes, so you should check first whether they allow reselling of their VPSes

  Most VPS companies will have no sympathy for abuse if you resell.

  I’d opt for a dedicated server.

  It's true, I asked Hetzner by e-mail and they told me that they would allow it.

  But Hetzner's rules are strict, and if there is a violation of the rules on one of my VPS, they will destroy my account, so I'm a little afraid to use Hetzner.

  I don't have much money to buy a dedicated server, currently I find customers and do it.

  I previously bought VPS from a certain company. They gave me their VPS with virtualizor Reseller Panel. I sold those Vps at a higher price. Do you know such a place? thank you
