Looking for a VPS provider (preferably hourly) with free change if IP address when needed

I am looking for multiple VPSs with
min. 500 MB RAM and 10 GB disk space
500Mb -1 Gbit/s network port, minimum of 1 TB traffic montly
IPv4 address ( also be able to change it free of charge )
must run min Ubuntu 20.04
Location: Europe, any country
credit card or Crypto as payment option.
I need something like what Aeza or Hetzner cloud offer, but the IPs in those datacenters are no good to me so I need from somewhere else.
appreciate if someone help me if he knows a place that suits my needs.

Most probably no one will change IP for free. Try hourly billed cloud Digital Ocean , Vultr, Linode, Upcloud, Hostvds.
Hi , Please could you provide more context to why you would need to be changing the IP Address once your service is setup & Functional as most hosts are prob thinking why, without any info on what this is for seems quite sus.
I live in a country that its government monitors the IPs that are being used for VPN access and they block it. so once it happens I might need to change its IP address or if its not possible on the hosting, terminate the VPS and make a new one with a new IP.

Countries employing extreme censorship measures (e.g. Iran) will not even grant IPv6 connectivity more often than not. If OP's in those countries, IPv6 addresses won't mean much.
