Vultr has a South Korea location but I'm not sure if you can install Windows.
Vultr does have Windows in South Korea, but you'll pay a pretty penny for the VPS and the Windows license. You're better off using a Windows ISO to install the OS and bringing your own Windows license if you have one.
Vultr has South Korea and you can install through a Windows ISO and install your own license if available.
