Please recommend a good WHMCS developer
for a custom WHMCS provisioning module.
Now everyone would probably recommend Deploymentcode, I would do the same.
But: they are overloaded with projects/clients.
So who is second?
I don't ask for applications, but recommendations, e.g. hosting providers recommending external developers / development agencies they worked with in the past.

Nope, I wouldn't recommend them. I can't give specific details because it might track back to the company I work with, but TL;DR they were a pain to work with and not professional overall.
AVOID WHMCS Global modules they offer are not the best module garden much better and far more professional , MG done us a few bespoke modules too. defo vouch for modulesgarden
I must agree here. We've been working with ModulesGarden for over 10 years, and they created, and continue to create modules and improve on existing modules for us. 10/10 would recommend it.
