  your budget is very low for a good-performance server. you need 8 cores why do not you go with the dedicated server instead of VPS you need a good-performance server. if you go with VPS it may be oversold so you do not get good performance. better to increase the budget and find a good dedicated server.

  I just run the database service. CPUs with high IO and high main frequency are required, and dedicated servers cannot meet them at this price. And I don't need to be exclusive, it just uses the CPU intermittently.

  I know they have both Ryzen/Epyc located in US East and Europe.

  No way you get 4 Cores Ryzen 9 7950X + 8GB RAM + 100GB NVMe for less than 20 USD.

  But if EPYC, i think there are some providers who can quote you with that pricing.
