How do I increase download speeds?

I am using an arm VPS with 4 cores, 12 GB of RAM, and a 4Gbps connection. I am using nginx as a fileserver to serve large static files (a couple of GBs) but getting very slow download speeds. What changes should I make to increase download speeds?

depends where is VPS location and where is downloader at
also if VPS itself is doing 4gbps as claimed
I'm just guessing since its 4Gbps, its oracle.
It's located in the same country as I am, about 2000 km away.
