No hosting will offer you ip change for free. If you need a vps with accesible IP in your country you can contact with me but it won't be cheap since your country has a crazy censorship.

Iran, probably.
Please understand that it is not the provider's fault that the authorities in your country block IP addresses. Don't make providers guilty for that with your IP changes or refund requests.
if you only need IPv4 address then you can look for Proxy providers, there won't be any small vps service providers that can handle the constant free IPv4 change.
