Some of the other big cloud providers (e.g., Amazon, Microsoft, Google) may be an option. A couple others, not necessarily cheap may include Gcore or Lightnode.
AWS Lightsail and Onecloud have locations in Seoul.
I heard bandwidth is pretty expensive over there so you probably won't be finding any $15/year deals at that location.
Other than Vultr, there is AWS Lightsail.
PhotonVPS, Oracle Cloud free tier
Vultr is the cheapest and you get quite good quality. The only cheaper option would be if Linode (Akamai) adds SK location.

I believe that AWS Lightsail is the cheapest option.
However, most local hosting providers require real-name verification through a phone number, which is only possible for those with a Korean ID number. One exception is cafe24 (https://www.cafe24.com/), which accepts passport verification by e-mail. But I'm not sure if it's possible to make payments without a Korean credit or check card. You could try contacting their customer service center for more information.
I also found that gabia (https://www.gabia.com/) accepts overseas credit cards (Visa, Mastercard, JCB, and UnionPay) with normal payment(일반결제), but I'm not sure if real-name verification is required.
The other options I know that you could try are Naver Cloud, NHN Cloud, KT Cloud. But I do not think the price will be cheap...
