Hetzner dedi or Netcup vds -- which has better speed to USA?

  Dedi - A bit more configurations e.g. installing OS, configuring RAID
  VDS - One-shot configurations within the Netcup CCP.

  Depending on the project you are working with.
  Choosing something local might be better.

  It's not dedicated and I had some problems with netcup. Check php-friends or avoro if you are looking for a faster link speed. I agree with others that you have to test each provider and go with something local for better performance.

  Importend is that u tune the receive and congestion Buffers
  for example ( put that in your /etc/sysctl.conf and load it with sudo sysctl -p )

  net.core.rmem_max = 33554432
  net.core.wmem_max = 33554432
  net.ipv4.tcp_rmem = 4096 87380 33554432
  net.ipv4.tcp_wmem = 4096 65536 33554432
  net.ipv4.tcp_congestion_control=bbr
