I need a VPS with following specificatons:
2 cores vCPU
1GB RAM or more
unmetered traffic
location : Germany
download & upload speed 300mb/s or more
any suggestions or offers are welcome

mb/s is millibit/s, 0.001 bit per second. I think this might be possible for the budget.
I was about to say you didn't consider the fact that OP doesn't use the shift key for bandwidth speed.

They are not unmetered, you get booted after a few TB.
Same with Hetzner.

We'll have stock of 20G (2x10G LACP) Unmetered in our new NL location sometime soon. Obviously it's fair use and the DDoS protection can be a bit "jumpy" at times.
I would also look at Melbicom and Lowhosting.
