Whats it mean if traceroute fails once it hits ip transit?

I got a server that can't reach the internet (yet it can still reach google.com somehow).

Sometimes VNC works but usually not. Usually only after complaining.

If I run traceroute from the affected machine, it reaches dedipath then dies.
If I run traceroute to the affected machine, it reaches cogentco then dies.
So basically traceroute dies once it hits IP transit company.

No issues reaching other IPs on the same /24
Any guidance on wtf I'm supposed to do, besides whine to my provider?
I don't really understand internet networking. Am I being blackholed?

    When VPN is up again I'll check. Its not like I modified them though.

    I know like a little networking, I can use iptables just not like how the internet routes stuff.

    What does a VPN have to do with a VPS and the networking config? Do you have the ability to ssh into the VPS?

    If you do not does the console work? If none of this works ticket into the provider and have them fix it. Something is not right in the deployment and needs their intervention.
