Of the companies you've tested, which ones offered the best hardware to customers? I'm not referring to the price, but the processor, RAM, NVMe, etc.

Define "best".
@Shakib offers VPSes on the beastly 11th gen i9.
Other than that, a number of providers here have Ryzen 5950Xs.
Of course AWS, GCP, and Azure.
They get new, modern hardware directly from the manufacturers.
But don't blame me for the prices.
Look for Ryzen 5XXX, that is an awesome CPU.
there's one that's just started offering 7950X, thats best.
