Yes, this definitely looks like a legitimate case of someone somehow accidentally finding a host and wanting to share with the community.

not really great, as imaging they will have 100 VPS per node, now divide 10Mbps by 100 = speed is very slow.
He found a cheap "web hosting provider". I thing moderators should give him a big BAN prize!
