ipv4 and ASN
This is kinda noob question, I guess?
Is it possible to announce an ipv4 address from RIPE ? ARIN to Singapore based VPS / Dedi ? Will there be any issues or latency issues?
My another question, is there any difference if I choose to register my ASN in RIPE than ARIN and APNIC?

You can announce any IP range in any region, there are just certain rules around having infrastructure within the region of your LIR.
e.g. if you have a RIPE ASN you need to have a EU based PoP, that doesn't mean you can't also have ARIN/APNIC based PoPs also - I imagine it's the same for both ARIN and APNIC.
IP location does not change the performance
