    To get the user list I did not have to scrape anything. There is a publicly available link which you just need to modify a bit and get every available user. For the stats page, you could call that scraping, but I am not using the information that users post, only show the amount of posts, and this info is important for those, who participate in the activity giveaway. So it depends on how you treat the wording of scraping. In this case, I am only gathering the statistics, nothing more :)

    RAM is a better choice imo. CPU cores will be shared among many users. It is not a dedicated one.

    It depends on the proportions of what you have. If you have 1 CPU and 1 GB RAM, then yes, RAM is more valuable, but when you climb over some value of RAM, then CPU might be also important to you. It depends on what you use the VM for also.
