In several places around the world it is illegal and/or dangerous to just exist as part of the LGBT community. So questions such as asking if someone feels shame for being who they are, at the very least, is a reminder of the situation they may live in. It can also be a sign that the person asking thinks they should feel shame. Also, people are "who" not "what" which is an important difference!
