What is OneCloud?

I recently started seeing a new banner flashing on oneprovider about OneCloud: https://oneprovider.com/onecloud/ssd-virtual-servers

I would like to know what's the difference between normal servers of oneprovider and OneCloud? Is OneCloud like AWS or Heroku? Does all the servers shares resources with each other like CPU, RAM, Bandwidth etc. when load increases?
