Roubaix - France dedicated server

I'm looking for a France dedicated server, preferred in Roubaix (Not OVH please)
Specs:
CPU: 8 cores/16 threads (3.5 Ghz or better)
RAM: 64 GB DDR4 ECC
Storage: 2x1TB NVME
IP addresses: /29 IPv4 and /64 IPv6
Bandwidth: unmetered 1Gbps or 50TB 10Gbps
Budget: Don't know yet, but not much more expensive than OVH (around 100$/month)

Wouldn't you be better off looking at the C1V Datacenter in Lille, the nearby - bigger - city?
Did you used Velia services before?
Being owned by GoDaddy worries me.
I know RackNerd is using Velia services for Shared Hosting in EU.
I've never used Velia, I've just heard about them.
