Well, what do you run on the VM? I would take the RAM, because the VM already has more than 1 CPU core. But if you run more parallel tasks, then CPU would make more sense. You get more CPU than RAM in this case.

I run a webserver for me and my friend.
That usually takes up about 200MB of RAM because we don't get a lot of visitors.
I think more RAM would be a better choice

Good choice. You don't need to have that much power with little of RAM for a webserver. RAM can be used for caching for web, database...
