Looking For a VPS Host That Will Allow Me To Scale Reasonably

Eventually, I will need a higher spec VPS plan, so I am also looking for a host that would also allow me to scale at a reasonable cost.
I've come across a few hosts that have GREAT entry-level VPS plans, but when it came to scale, I am required to move to their regular pricing plans, which isn't a problem if the price to performance ratio were competitive and reasonable. However, some of them were not.
I am looking for the following plan to start (minimum specs):
- 1 vCPU
- 2GB RAM
- 40GB SSD
- Port 25 Open
- USA Westcoast (Preferably)

I'd recommend buyvm, @Francisco will open port 25 with a ticket and their price as you scale up is extremely fair. Been with them over 5 years now.
