I want Tokyo but I did not grab any this time because last time I had an issue that many VNPT IPs could not connect to your VPS in Tokyo (but Osaka is fine). This is not at your configuration because I also have the same issue with another VPS provider in Tokyo. This may be related to the datacenter network.

We are not aware of any blocking issues in Tokyo. Maybe trying to ask your ISP first in this case?
I called VNPT customer service and they answered that they don't block any IPs. I think they don't because I turned off / on the modem to get the new IP (IP in Vietnam is dynamic IP) then I could access the VPS, after few days, that new IP was blocked again. After many discussion and provided information, your staff decided to change the location for me.
