Are there other VPNs like Softether that support tunneling UDP through TCP and connection via Proxy?

I'm in a situation where I have to use a proxy server (Squid Proxy) to get access to the internet, and it only allows TCP connections due to UDP having problems with load balancing and stuff, so naturally none of the applications that use UDP work. Also, many applications don't support connecting via a proxy server, so I've set up a Softether VPN server on an Oracle Cloud instance to overcome these restrictions, but I've been wondering if there are better solutions out there that can achieve the same goals.
