No less than 512mg of ram and most important 1GB stable connection no request time out
my current provider has a lot of request time out that why I'm looking for a stable connection
kamatera is not a choice since they need a humiliating way to verify the account owner, they ask for a video showing you and your credit card, I'm more than 10 years of renting VPS never heard of such a way

It seems to me like Russian or Ukrainian company (edit. they are from Moldova) with 25 or so rare locations, including Borat's Kazakhstan.
Most providers hosted in Israel charge 15 - 20 USD for the smallest plan.
Anoter best bet would be https://www.clubvps.com/ You can choose among 5 .il datacenters, 9 USD/m the smallest package.
I don't have experience with any of them.
It looks like clubvps is either a sub-brand or a reseller of Kamatera. Prices from the original provider looks like they are roughly about the same if you want to work with the original source.
