Price: $2 or lower, month to month
Availability: is generally in stock (so no BuyVM sadly)
Network: not IPv6 only. IPv4 NAT with port forwarding is okay
Other: P2P friendly

IONOS offers this. Note that their reputation is not quite good so be careful. I'm currently pulling ~3TB/mo in my server in DE and no issue so far.
The closest I could find for unmetered bandwidth is Data Ideas for $2.5/month. Not sure about their other policy though.
