There is no such thing as "osticket expert". There is PHP developer. You need one. Try flee market like fiverr, upwork or freelancer. You will find something. Here programmers are expensive.

Also, I think @chiccorosso is failing to understand that he'll probably get someone who's actually familiar with osticket by going to their forum rather than LET.
While many of us are familiar with osTicket, I don't think anyone here actually uses it (most use WHMCS or Hostbill as their Helpdesk Ticketing System).
