Best bet is Oracle Cloud Ampere A1 or Google Cloud's beta Arm instances: https://cloud.google.com/compute/docs/instances/arm-on-compute (bandwidth is pricy at Google so be careful)
AWS Graviton (any EC2 instance ending in g - t4g.small is in free tier)

AWS is the cheapest among ARM cloud providers and I think it has them in most regions.
I'm running an instance in every region of AWS and ARM made things cheaper vs if I used x86
aws spot instance pretty cheap to be honest, if you can work around it, cheap compute expensive to move the results.
Holy smokes, the t4g.small has been free for like a couple years....
