I'd go with the first unless you plan on hammering the CPUs 24x7
I would go with CPX. When I tested the CCX VMs I was a bit disappointed. Anyway spinning up both and running a YABS would only cost cents, so I'd recommend you do that.
For web applications, more cores would make more sense. Because most web applications are not CPU heavy, it might gain more concurrency.
I rented a cpx41, greatly improving my website speed.
hetzner cloud's snapshot causes money, but really makes transferring in minutes.
