I've never understood this hesitancy to give out /64s.
If you have a /48 and the infrastructure that can handle IPv6, they why on earth wouldn't you just automatically give a /64 to every customer?
If you're really worried about running out and needing to get another /48, that can only be a positive thing as it means you've got another 65k customers.
