OVH has cheaper IPv4 costs, but I think it will be tough to work out 32GB+ RAM within $60-70 unless you settle for a Soyoustart server, which have a 250Mbit bandwidth limit. Hetzner has a lot of options but the IPv4 setup costs are astronomically high.
