For under 2$ the only thing I can think of is oracle free tier. All other providers are minimum 4$ afaik

I have seen one in OGF for like $3, 50% more than your budget but still dirt cheap for Indian location.
India has High costs, especially bandwidth.
If you can increase the Budget to $5 we might help.
