You could use cpanel.. Just disable/restrict all the plan features.
That'll add overhead if you're not using all its components tbh.

First, you should be selling SFTP because FTP is wildly insecure.
Second...why are people wanting FTP space? I'm curious.
Such solution makes perfect sense for e.g. offsite backup storage, without the need of renting and operating the server yourself. In The Netherlands, hosting company Tuxis, offers this in the form of shell accounts where you have access to SSH (thus: SFTP), Rsync. See: https://dadup.eu/
Only FTP would be a no-go for me, where having some more beef, I'd definitely be interested (as someone who uses the abovementioned solution)
I've used this in the past - https://github.com/drakkan/sftpgo makes it easy to set up individual accounts for SFTP / FTP WebDAV etc with either local or remote storage. It also has a full API if you needed to integrate billing.
NextCloud not needed. Just give the user real FTP access (what you linked is just to connect NextCloud to an existing FTP server).
I’d use DA and tune ut to not make sense to use for web hosting, however, to allow users to create like html-only pages using the storage would be nice, so maybe just set mysql to 0 and try to block php somehow.

Nowadays customers want more just SFTP or FTP services.
I understand the need - cPanel has had an FTP backup out of the box since forever. Just didn't think it was a growing market.
Now I'm even more curious. If you told me S3-style block storage was wildly popular, I'd believe you. But really, SFTP/FTP-only as a service is a popular thing?
I don't mean a VPS where you setup SFTP yourself.

A lot of our users as well use their seedboxes just as a mere FTP/SFTP/rclone storage service.
You can use Keyhelp web panel for selling SFTP space. but it need the billing script., it has backup and lots of features including antivirus.
