budget VPS with high ram

Hello everyone,
I am looking for low cost VPS my budget is 15 euros and it should have the following specs:
CPU: Intel or Ryzen doesnt matter as long as it got about 4 vcores
Ram: 12 - 16 GB
Storage: 100 GB SSD
OS: Windows
Unlimited bandwidth or throttled at least to 100 mbps once u reach the bandwitdh limit

I'll just add that theres 20TB/mo traffic on dedicated 1Gb/s and after that it throttles to 100Mbit/s.
Its very good in this price range because this 1Gbps is not shared. You can easily reach that speed. Node has 4x10Gbit.
I wonder if they will provide fully dedicated unmetered 1Gnps after rebranding (they are 'dataforest GmbH' now and they are changing everything, including new nodes)
