Evaluating possible move away from Scaleway START1-XS instance, used it for 4 years,
not really happy with their network configuration mess: on-link IPv6 /64 + public IPv4 mapped to 10.x.x.x
Also running out of storage. Other than that, no complaints, 3 EUR/month w/o VAT at the moment.

500Mbit/s network, decent connectivity, unlimited or high limits.
Single on-link static public clean IPv4 address (no NAT, local 10.x.x.x mappings, etc.)
Routed /48 or /56 IPv6 subnet (really routed, no on-link mess)
Easy accessible rescue/install mode: bootable image with SSH access and ability to mount VPS storage
Located in EU
Painless billing: automated CC charges and VAT-less invoice to e-mail.
Reputable and stable provider, at least several years on market
Budget is 4-5 EUR/month w/o VAT
