Why OVH asks me for personal identity document?
I found that .ovh domain is cheap and I got the name I wanted, so I bought an .ovh domain. The first attempt to buy the domain failed because my VISA card was declined by them (but I can use it with my paypal or AWS). And then I used paypal to pay for the domain. But after 2 days' 'verification' progress, OVH asks me for personal identity proof. Does .ovh domain require verification? I do NOT want to send my ID card photo to them. As I know, only .uk and .cn domains require identity verification and they don't support whois privacy. I don't want my name and email published publicly.

The ID verification has nothing to do with whois privacy. It's to prevent abuse.
Actually, the ID is added as an image HTML tag to the WHOIS output. As in, the ID or passport becomes public data. It's to avoid abuse.
I thought you were trolling, but the more you dig into this... I will be contacting all my family and friends to register as many domains as possible on ovh and then starting a class action lawsuit against ovh to seek compensation.

But the ToC or ToS does not apply if it's illegal. I don't think a host provider has the permission to get my ID card photos. Will you send your ID card info or bank card password to a stranger? At least I'll never do this. I don't want to put my personal information at risk.
It's a European company. of course you have no anonymity. Europe is essentially white China-- they want to make the internet safe again. There's a reason why Snowden is hiding in Russia.

.uk domains do support whois privacy. They didn't originally but the policy changed years ago.
However, if you're not British, the Queen says you can't register one.
Because determining it requires due process, not the steaming conjecture out of your ass you pass on as legal authority.
