Are AWS Lightsail/DigitalOcean/Linode/Vultr a viable option? What's your budget?

Best option but the stardust plans are almost never available in france, only netherlands(checked both on site and cli)
Virtua.cloud has two locations in France. All plans are hourly billed.

No no chinese or asia , mainly good connection between usa & france (latency , transit)
