    Raise a ticket with OVH yourself. It very much seems that the transfer is carried out (or not) at the discretion of whoever handles the support ticket, so what happens in one case may not apply to another.

    This is correct. As I've expressed in other threads like this one, whether or not you are allowed to transfer is not fixed and is up to the discretion of the person answering the support ticket. There is no way to know for sure whether you are allowed to transfer, without asking.
