That's not live stream. It actually build for uploaded videos (HLS and sort of stuffs)

The Cloudflare product does support live streams.
Live streams are a lot harder, since by definition a live stream (usually) only has one source, and it's live, meaning it can't really be cached anywhere. That means that regular CDNs that just store files are ineffective. The goal is very different to regular CDNs, as you want the video to get from the source to the viewer as quickly as possible.
Some providers like Cloudflare, Fastly, and CDN77 have live streaming video CDNs. In this case the CDN pulls the stream from the origin in real-time, and streams it internally in their network to edge nodes close to the users, essentially acting like a replicator. Not all CDNs support this since it does have high bandwidth requirements.
Probably the best thing to do is use VPS / server providers with high quality networks, use a live streaming optimized CDN, or use something like Cloudflare Argo Smart Routing (if they allow video) to optimize the network routes.
I doubt you'll find anything at low-end-prices.
Maybe, but Argo is not build for video streaming I think, their pricing ($0.5/GB) is higher than any of those VPS server bandwidth pricing.
I recommend take look at CDN77 and Limelight. They have live stream options. Or maybe Vimeo.
Cloudflare Stream should work, or maybe try mux?
