Need a server in EU/US East up to $30/mo with large NVMe and Fast CPU

Hi Everyone,
I am looking for a KVM or similar server for web development purposes.
The preferable location is somewhere in Europe but with a relatively low ping to the US, or in the US (East) with low ping to Europe.
I am looking for
a) CPU: 3 fast performance cpu cores, dedicated if possible.
b) RAM: 6+ GB
c) Disk: 300+ GB NVMe, with good performance
d) Port: 1+ Gbps, 750 GB or 1TB is more than enough.
e) Billing Monthly, up to $30/mo ideally (negotiable)
Ideal locations: Netherlands, Germany, Switzerland, UK, France, Spain
I need reliability and uptime, not having to struggle with poor performance, downtime and data loss, when I am working on something.
Please post your offers for my budget and test IP, or looking glass.

I recommend you both hetzner cloud and vultr, so you can try different possibilities.

Thanks, but kts24.com is not NVMe and Hetzner CPX41 (its 27 eur + vat), but it's only 240 GB. I don't care much about 8 cores, but more about their speed. I just need a couple of them that are fast, for PHP app development. Thanks
vultr, digitalocean, linode, kamatera, aws, google cloud, etc, I already use those, but looking for something different with more storage.
Perhaps if @seriesn comes back from his slumber - he can offer you something reasonable, running on some fine arse Ryzens

Are you in Europe? Because 40.46 euro is the price with VAT. If you're in the USA, you don't pay VAT. In Finland, the AX41-NVMe is 34 euro per month.
I am european, but right no in Turkey, so I will not pay VAT it seems.
It's still overbudget but I will maybe decide on this one. Thanks a lot.
