Most Canadian options outside of Montreal will typically be Toronto with anything else being very limited.
freerange chicken (cloud) has a few atypical CA locations including Vancouver.
oneprovider does offer Vancouver, cant recall the price, but they do come with a repuation.
I suppose you could check FreeRangeCloud, they do have Vancouver which is west coast for you there and others like Winnipeg and Toronto, tad bit over the budget though.
