Though a MTR both ways will often add insight into what the issue actually was. I recently had an issue with Hosthatch and the issue was found only through taking an MTR in both directions.
Usually, no service means "no service for non-infra related questions"
If it's over your control and the service provider is to blame (e.g. networking, hardware, etc.), you can of course ask questions.
Because one way MTR is useful in finding where the problem is how?
If there is a problem with the service that is provided then yes you have a valid reason to submit a ticket BUT if they do research and realize it isn't their wrong doing they will have the right to charge you for man hours.
Next time, in your OP, use code tags around the output so it is formatted correctly and also explain more details about the issue instead of that dump. That's just poor forum etiquette on ANY internet forum.
