Problems with high load average, low cpu usage

I'm doing some i/o blocking tasks and also scraping so I have a problem where I have high load averages but low cpu usage. Thought some of you here might be familiar with this type of problem. For example, I can have average load of 4 over an hour but the cpu usage is generally less than 50% on a VPS with 4 threads.

  1. Is it a problem to have high load average but low cpu usage in a VPS environment? (For the host node/provider)
  2. What's usually the easiest/best solution here? Do better process scheduling? Move to dedicated? Or maybe I'm just writing bad software and it's just my problem?
