Well, you can get Atom C2750 dedi, they are cheap and you will get 8 cores.
Other thing is that 2core Ryzen will completly destroy that in performance... and that says much about requirements you posted. "8 cores" are meaningless, if you dont specify what exactly you need.
Instead of posting some number give us some background info - what it is exactly that you want to run there (ML/video transcoding? Then you need dedicated cores.), what location and what is your budget annually/monthly. Otherwise just go with Atom dedi, cheapest possible "8 core, 4gb ram, 50gb ssd, 1gbit", Scaleway has them for example.
PQ Hosting is a joke! can't get more than 130mbit! I need at least 1gbit average and preferably burstable upwards. Ryzen looks enticing. $20/m (billed monthly) max is my budget.

you can get all regular offers monthly as well for a higher price. their vps line is even hourly, you prepay a month though and get refunded if you delete the service early.
for the RS line still cancellation periods apply etc. so watch and read carefully what you sign up for!

Yep, you can do monthly with netcup, however like Falzo said you need to give them a month notice when you cancel. I've been very happy with my RS.
They do offer monthly contract, at higher prices of course...

If it's not urgent, you can wait for their easter offer (I think there would be one)
Getting one of the PHP-Friends dedicated core specials might be your best bet; iirc they offered 8 E5v4 cores + 16GB ram for $10 monthly in the winter special - there is a 12 month contract period though.
For video transcoding? You need a dedicated server or dedicated VPS cores.
$20 50tb bandwidth? I got only 4tb for $20
