I'd advise you to read Terms & Conditions and Contract terms if you're opting for EU/German providers.
Contracts are automatically renewed without any warning. 12 month contract requires 3 months prior cancellation.

Netcup cheap VPSes can be canceled when you want and they refund you for remaining time.
Only in root servers / special deals you have contracts. In his budget he can get only VPSes so he doesnt need to worry about netcup.
