    The thing is, under a political system of authoritarianism, the CCP needs to have complete, efficient control and censor for Internet, as a (bad) part of its efforts of maintaining the legitimacy of this regime, and there goes the ICP license system: the content of your site have to somehow get "approved", you need to be a legal entity or natural person residing in mainland China, to get the fking license, which obviously isn't feasible for most website owners CloudFlare host. Well, actually Cloudflare has a partnership with JD.COM, and does have PoPs in China, but only available to ICP license holders.
